Minor typos were also corrected. This version has the changes in the Adjudicative Guidelines for Access to Classified Information as approved by the President in December 2005. The Adjudicative Desk Reference (ADR) is a tool to assist all personnel involved in implementing the U.S. Government personnel security program -- security clearance adjudicators, personnel security investigators, and security managers. It has also proven useful to appeals panels and lawyers dealing with security clearance decisions, personnel officers making suitability and trustworthiness decisions, and Employee Assistance Program counselors. The background information in this program about individual issue areas is not U.S. Government policy and will not be cited as authority for denial or revocation of access. The ADR is a job aid to assist security personnel in making informed judgments to implement policy. Its use is approved and encouraged by the U.S. Government Personnel Security Working Group. This program was developed by the Department of Defense Personnel Security Research Center (PERSEREC) as a service to the security community. |
